GST Compliance & HSN/SAC Classification Guide
Expert answers on classification rules, digit requirements, and courier/logistics taxation under Indian GST laws.
What is the Difference Between HSN and SAC Codes?
Harmonized System of Nomenclature (HSN) codes are internationally standardized numerical codes used to classify physical goods under GST. Services Accounting Codes (SAC), established by the CBIC, are dedicated numerical codes used exclusively for classifying services. While HSN codes range from 2 to 8 digits depending on annual turnover, SAC codes universally adopt a uniform 6-digit structure starting with prefix 99.
| Parameter | HSN Code (Goods) | SAC Code (Services) |
|---|---|---|
| Classification Standard | WCO International Convention | CBIC India Domestic Standard |
| Digit Length | 2, 4, 6, or 8 digits | Uniform 6 digits (Prefix 99) |
| Application Scope | Raw materials, manufactured goods, retail items | Logistics, banking, legal, software, consulting |
Mandatory HSN Digit Rules on Tax Invoices (2026)
Under GST invoice regulations, businesses with an aggregate annual turnover up to ₹5 Crores are required to quote a minimum of 4 digits for B2B tax invoices (and optional for B2C). Taxpayers with an annual turnover exceeding ₹5 Crores must mandate 6-digit HSN codes for goods and SAC codes for services on all B2B outward invoices, whereas export transactions and regulated sector supplies require 8-digit precision.
| Annual Turnover Slab | B2B Invoices Requirement | B2C Invoices Requirement |
|---|---|---|
| Up to ₹5 Crores | Mandatory 4 Digits | Optional / Not Mandatory |
| Above ₹5 Crores | Mandatory 6 Digits | Mandatory 4 Digits |
| Exports & Special Sectors | Mandatory 8 Digits | Mandatory 8 Digits |
GST Rates on Courier, Postal & Freight Services
Standard commercial courier and postal dispatch services (SAC 996811) attract a uniform GST rate of 18% with full Input Tax Credit (ITC) eligibility for registered corporate shippers. Standard road freight transport services operated by goods transport agencies (GTA under SAC 996511) attract 5% GST (with ITC) or 12% GST under forward charge mechanism depending on transporter declaration.
| Service Type | SAC Code | Applicable GST Rate |
|---|---|---|
| Commercial Courier & Postal Dispatch | 996811 | 18% GST |
| Road Freight Transport (GTA) | 996511 | 5% or 12% GST |
| E-commerce Logistics & Last-Mile | 996813 | 18% GST |
